fix(sml): lsp/eglot integration 
A temporary fix that needs to be addressed upstream:

- lsp-mode needs `lsp-language-id-configuration` entries for both
  sml-mode and sml-ts-mode.
- eglot needs an sml-ts-mode entry in `eglot-server-programs` (already
  has an `sml-mode` entry).

Fix: #8635
