nit: revise TODO/FIXME/HACK/REVIEW/etc in comments 
Some were outdated, some were incorrectly labeled, others were already
completed, some were missing... Gotta fix them all.

Also, in :ui hl-todo, there are comments that describe how Doom uses
each of these annotations; those have been updated.

fix: file-name-concat paths instead of concat 
Treat paths as paths, rather than strings. Removes the requirements that
doom-*-dir variables end in slash (though I'll continue doing so as a
convention). Also moves a lot of cache/data into the current profile's
cache/data directories. Shouldn't actually affect anything for folks not
using Doom's profile system (yet).

fix(lsp): lsp-use-plists: ensure profile generator 
Profile generators with the *.auto.el suffix are auto-deleted on every
'doom sync'. Also ensures it's deleted if lsp-mode is rebuilt with
lsp-use-plists disabled.

perf(lsp): lsp-use-plists = t 
This will supposedly make lsp-mode more memory efficient. It will only
take effect the next time lsp-mode is rebuilt/reinstalled.

It can be undone with this added to $DOOMDIR/packages.el:

  (setq lsp-use-plists nil)

fix(lsp): disable lsp-mode + emacs-lsp-booster advice 
This is temporary until a better solution is found.

This advice does nothing for lsp-mode without the accompanying
`jsonrpc--json-read` advice eglot-booster uses. Needs more testing to
make sure it's worth the trouble on Emacs 30+ and is compatible with
`lsp-use-plists`.

fix(lsp): shutdown deferral for multiple LSP clients 
If a buffer had multiple LSP servers active,
`+lsp-defer-server-shutdown-a` would only shut down the first. This
adjusts it to not only defer shutdown of all servers, but also ensures
`+lsp-optimization-mode` is only disabled when there are no lsp-mode
sessions left.

fix(lsp): gate gcmh API call behind gcmh-mode check 
In case the mode is activated before gcmh is loaded (as is the case with
session persistance libraries like desktop.el or
persp{ective,-mode}.el).

refactor(lib): doom-debug-mode: make verbosity selective 
Now `doom-debug-mode` manipulates `doom-log-level` if you activate it
with a prefix arg, setting it to 1 by default, reducing its verbosity
and cutting down on noise in the logs.

docs(lsp): replace support table w/ links 
Going forward, I'll leave it to each :lang module to document the LSP
clients they support/favor, and defer to lsp-mode/eglot's docs for their
support tables rather than maintain our own.
