fix(DB/Gossip): wrong TextId for NPC's (#11342) 
* Nat Pagle was using previous `gossip menu` MenuID. So to keep Nat's gossip in order I needed new `gossip_menu`  MenuID. I hope it's right approach with creating MenuID in that table from first available.
