Add a "Refresh Browser" keyboard shortcut (#8121) 
* Create a `refresh` keyboard shortcut

This creates a `refresh` keyboard shortcut that refreshes the page.
In TiddlyDesktop <kbd>ctrl-R</kbd> doesn't work
