Introduce multi-valued variables and let filter run prefix (#8972)
* Introduce let filter run prefix for assigning filter run result to a variable

* Get rid of the special behaviour for all[]

Not needed because the input to the filter run is available

Extend let filter run prefix to store list of results, and add varlist operator for accessing variables as a list.

We already had partial support for variables returning a list of values in order for functions to work, now we extend it so that any variable can be used to store a list

We should extend the set widget so that it returns a result list that can be accessed with the varlist operator

Terrible name. Annoyingly, we can't overload the existing let or set widgets.

* Dispense with the letlist widget

What this PR actually does is rename the letlist widget to "let". The result is the same as using the letlist widget, but it is backwards compatible by virtue of the fact that all existing ways to access variables will only see the single value for the variable.

* Refactor the let filter run prefix to assign the input list to the variable named by the filter run

These semantics are much simpler, and allow the variable name to be computed.

More robust infinite recursion handling with custom exception (#7882)

Moved the magic number to be on the error's class. Not sure if that's
a great idea.

* Fixed minor minor issue that came up in conflict

The minor fix to the jasmine regexp that escaped a '+' somehow
broke some random test.

HTTP Client: Return success calls for all 2XX response codes (#8150)
APIs especially use 2XX response codes outside of 200, 201, 204 for responding to responses.  Treat all "Successful" response codes (i.e. anything between 200-299) as successes, and pass the responseText.

Fix encodebase64 and decodebase64 filters (#7683)
* Fix encodebase64 and decodebase64 filters

The documentation for encodebase64 says that the input is treated as
binary data, but in fact the input is being treated as text data, with
an extra UTF-8 encoding step being performed first.

Likewise, the decodebase64 documentation says that it outputs binary
data, but in fact it will do a UTF-8 decoding step before producing
output, which will in fact garble binary data.

This commit changes the behavior of encodebase64 and decodebase64 to
match what the documentation says they do. It also adds an optional
`text` suffix to both filters to keep the current behavior.

Finally, an optional `urlsafe` suffix is added to both filters to allow
them to use the "URL-safe" variant of base64 (using `-` instead of `+`
and `_` instead of `/`).

Turns out a little more than this is going to be needed.

Have to use String.replace with a global regex instead

* Replace uses of window.btoa() in rest of code

Since window.btoa() is not available under Node.js, we'll replace all
uses of it with the $tw.utils.base64encode() function that now works
correctly for binary data.
